The UCLA Center for Neighborhood Knowledge is a leader in the use of information technology in improving the effectiveness of policy formation and community-based organizations. CNK built some of the earliest Community Indicator Systems and continues to be a leader in the field. Placebase’s work has its origins in the groundbreaking research done at this institute.

NKCA and UCLA
The Opportunity
Community Indicator Systems before 2001 had been limited to a metropolitan or sub-metropolitan scope. However improving Internet and database technologies, along with better availability of government data, opened new possibilities in the field. CNK Director Neal Richman saw this opportunity and envisioned a statewide platform, to be called NKCA, that could be used as a tool for neighborhood research on investment conditions and social and demographic trends.
 
The Solution
Placebase worked with CNK to develop a proposal for CommerceNet’s Next Generation Internet program. The proposal centered on the ability of users to add their own data to the platform. Once the project was selected by CommerceNet, Placebase assisted CNK staff in data modeling and technical design, and prototyped NKCA's “data upload” utility which was the first of its kind on the web. This upload feature allows NKCA users to view their own data against the backdrop of NKCA’s rich government and demographic datasets.
